Alcatel won an exception to "buy American" requirements by lobbying massively that most categories of broadband equipment aren't made in the U.S. This was disingenuous at best because separately they have been swearing that a slew of Alcatel equipment - including the key last mile 7300 series - is made in the U.S. and has RUS approval. Whatever the case, the waiver was granted and stimulus applicants are not required to buy equipment from the list.
They might be wise to do so, however. The official word is "Applicants applying under the RUS Broadband Initiatives Program (BIP) are not required to purchase materials that are listed on the RUS LIST OF MATERIALS Acceptable for Use on Systems of USDA Rural Development Telecommunications Borrowers - IP 344-2'; however, RUS strongly recommends that applicants utilize this list." This could give your application a crucial edge that wins funding. For access equipment, finding the right one on the RUS list is easy. There are dozens included. Of these companies, Calix, Occam, and Zhone have been the most popular for U.S. rural carriers. PacketFront is a world leader in open access systems. Alcatel and Adtran are Bell favorites that since the stimulus have been courting the smaller carriers. All make both DSL and fiber gear.
The main missing companies are Huawei, ZTE, and Nokia Siemens. Zyzel is barely represented. So several of the price/performance leaders are not included.
