The beggars in business suits wanting stimulus money come up with some remarkable suggestions.

Definitions of unserved community/area: A community/area that does not have a broadband service provider offering 1.54 mbps symmetrically to both residents and businesses. Allow providers utilizing ARRA funds to offer quality service to markets that have largely been ignored.

Given that most consumer DSL and much cable doesn't offer more than a meg upstream, this would allow them to collect almost everywhere. On the other hand, the local telco will sell 1.54 symmetric T-1 lines almost everywhere for a price, so maybe they believe there are no "unserved" areas.
